Lethal tempo doesn't take off Graves's reload speed cap

His reloads per second functions almost the same as attack speed. It increases with attack speed and has a cap of its own that increases by around 14 every level and it's even shown in the place of its attack speed. Lethal tempo should remove this cap and it even does but only for a split second and then returns to his usual cap.

Since it tries to remove the cap but doesn't succeed i bealive it's a bug
