Self cast not working. Also champions abilities should still work when self cast but don't

So far its just been nami, only happened once or twice, no clue for the cause. As for the second part, some champions have abilities that only affect themselves but if you try and self cast that ability it doesn't work. Even if its self ability self should still work.
