Xerath Passive stopped working mid-game

There's the replay of it, I think it was between the 20-30 minute mark. I had several points where I'd auto attack a minion to death, nearly out of mana, and my passive wouldn't go off. I don't recall if I was marked by Kindred at the time, I recall hearing Wolf say something around that time but didn't notice the marked debuff.
