Runaan's Secondary Bolts don't deal more dmg based on Ashe's Q's rank, but only on rank 1

The secondary bolts only have a 1.05% increase dmg (q rank 1) even tho q is on a higher rank. Thus these secondary bolts deal 16% less dmg that it should (with q max rank)
