Dragon can be heard when it is taken even if you don't have vision.
This is obnoxious it punishes the team with better vision for no reason.

It can be heard if you are near any member of the enemy team I think. Gaining the buff has a graphic and a sound, but I don't think you hear it if you don't have vision of anyone on their team.
You can only hear it if you have vision of an enemy teammate as they receive the buff. Even if you didn't hear it you can see them get the buff. Not really a big deal.
You can already see the symbol for when it is taken anyway just by pressing tab. Not like it really matters honestly.
