You have declined too many

Sitting in queue for like 4-5 minutes, client says it should take 45 seconds. Queue pops and I accept, says one person didn't accept, boots to back to queue. after another minute it tells me i've declined too many invites lately and may receive punishment.

I got into a match but as soon as the timer ran to 0 to start the game nothing happens.
