Lichbane+Iceborn Gauntlet visual bug

You used to be able to buy both and it would apply single target lichbane damage yet still spawn the slow field from gauntlet (for no additional damage). I used to do this a ton on AP Ezreal, started playing him again recently only to realise after several games that... the slow field no longer slows.

It still visually spawns the slow field as though it is working, but it doesn't actually slow them.
