Garen Q not dealing damage to dashing target

Pick anyone with a blink. Say Shaco or Ezreal. Use your blink, Garen's Q will not deal any damage. It will be as if he never used it. This works on flash too. Flash Garen's Q and no damage is dealt to you. Please fix!
