From my knowledge they removed her being able to Q towers. Yet in ARAM it still is able to happen.
Edit: If anybody can prove me other wise that riot changed her Q to hit towers again please show proof. I have only seen nerfs for it in patch notes. With one slight rebuff of making her Q require 4 stacks instead of 5.

I played a game as Ashe in Summoner's Rift yesterday, and I was able to activate my Q (Ranger's Focus) and use it on towers if I already had 4 stacks of Focus from attacking minions or champions. However, if I did not already have these stacks, attacking the tower does not provide stacks, and therefore you won't be able to activate your Q.
I'm not sure if that's the intended functionality or if it's a bug. Just giving a second witness that Ashe can activate Ranger's Focus on towers.
