Aurelion Sol Q

So, after reading the tool tip and watching the Champion Spotlight, I was under the impression that you are supposed to be able to reactivate your Q at any time. In game, there is a delay which doesn't allow you to help escape melee as by the time you are able to reactivate it, it's out of range to hit any melee that would be on you. Is this intended, if so, it should probably be explicitly said since other spells like this (Anivia's Q) allow you to instantly detonate it.
