Login Screen bug?

for the past 2-3 weeks every time i boot up league the launcher looks like this https://gyazo.com/3369ca841f32100782f04405eb677d03 which was not an inherent problem, but now that it looks like its supposed to https://gyazo.com/4756fb57d7ab89cdc258873763e4f45e the subsequent login page now looks like this https://gyazo.com/dff4fa3d713428f1f799dd72cb3aa2e0 and won't change, last night it took me restarting my league client 3+ times to be able to load up the login screen and its not a matter of waiting I sat here for 10 minutes before with no changes.
