Soraka Silence Issue
If someone is TPing to a ward and soraka puts a silence over the ward, the champion can still a spell after the TP is finshed

I've noticed that there is a short period of time, after entering her silence zone, in which champs can cast spells. I am fairly certain that that is intentional, but either way want to say that this is not limited to the circumstances you listed.
