[GAMEPLAY] Practice tool bugs

• Timer doesn't reset when restarting the game
• Same for dragon environment changes.
• Spamming smite will not reset properly sometimes, might apply for other spells as well.

Replication:

• Let timer tick -> Reset
• Kill 2 drakes -> Reset
• Spam Smite with Auto-refresh cooldowns -> Eventually it will set on a big CD and not refresh.
