VelKoz Passive fails to show on ally Ashe

I was playing support one game as Nami bot with an Ashe. The enemy team had a VelKoz support and whenever his q would land on Ashe i was not able to see the passive icon. The only time I saw it was when all 3 parts of the passive was activated and the true damage kicked in.

Steps to reproduce:

1. Have an the enemy player be VelKoz
2. On your team play as Nami with an Ashe
3. Watch for the passive when VelKoz applies spells to Ashe

On a side note, does is the new baron buff suppose to give you a free homeguard when you leave base even without buying homeguard?
