Ranged relic shield
I was just playing and the enemy Veigar bought relic shield and the proc was working so maybe this is a bug with the shield or him

Did you confuse his auto animation with his q they look very similar?
Ranged champions CAN proc relic shield, they just can't proc the execute, they have to last hit it on their own.
