I was just playing and the enemy Veigar bought relic shield and the proc was working so maybe this is a bug with the shield or him

Did you confuse his auto animation with his q they look very similar?

veigar's AA / Q will still proc the relic shield.

infact, any last hit from any champs can proc the shield, just not the extra 250 true dmg execute if its on a ranged champ.

Ranged champions CAN proc relic shield, they just can't proc the execute, they have to last hit it on their own.
