Why is the ingame client still using maximum instead of DESKTOP refresh rate in fullscreen mode?

This bug was introduced months ago and was reported repeatedly and still has not been fixed. The in game client was supposed to use the same refresh rate as the desktop. This was broken some time ago. Some people do NOT want League to run at 144hz or 240hz and want the client to run at a lower refresh rate. And yes, borderless exists, which does run at the current desktop refresh rate, but sometimes exclusive full screen is needed. So why hasn't this bug been addressed ?
Currently the only "fix" is to delete every refresh rate higher than your desired refresh rate from your monitor's EDID, and that's NOT a proper solution.
