[Gameplay] Protobelt wont let you buffer a spell if you cast it just as the dash ends

1. Dash with Protobelt
2. Cast a spell (e.g. Annie W) just as the dash ends and the missiles come out
3. You'll hear the sound, when a spell is on cooldown/locked, and the spell wont cast.

50% reproducability. Tried this with Annie and Lissandra. I had difficulties flashing at all. Timing is the key. If you press both buttons fast enough, the spell will buffer properly and if you press it after the dash then obviously it casts as well.
