Riot is the Mordekaiser dragon ring around bug intended?

For those of you who don't know since new Morde has been reworked there is a weird bug. That if your dragon ghost gets killed by another Mordekaiser they get the ghost drag. This process can be repeated nonstop. Is this meant to be intentional riot?
