bard alt-w self-cast works on one computer but not another

My bard alt-W self-cast works on one computer but not another.

My desktop works fine... however, on my asus strix scar II laptop, alt-w produces a faint "click" sound and doesn't self-cast. when I go into hotkeys and set the hotkey by pressing alt-w, league receives it just fine.. so I don't get why alt-w doesn't produce a self-cast.

On a related note... I use sharpkeys to rebind caps-lock to control using the windows registry.... When I go into league hotkeys to bind skill-ups, league correctly receives "caps-lock+key" as "control+key", but then in-game pressing caps-lock+key doesn't do anything. Curiously, it doesn't even "cast" the spell as I would expect if the caps-lock rebind was being ignored... it just doesn't work. This suggests league heard the hotkey combo but it got stuck somewhere and didn't happen.
