Abyssal sceptor does not increase damage that sunfire cape does

Sunfire cape does magic damage, however it is not increased by abyssal sceptor passive

Sunfire is already a garbage item at this point, would be a nice little buff. Item still needs love though either way
It does work. A 10% damage increase doesn't do a whole lot for 12-29 magic damage especially after you factor in magic resist. Hop onto the practice tool and watch the damage ticks increase from 14 to 15 against the target dummy after buying abyssal scepter (with no additional damage amplification or penetration from runes/masteries/items).
