When using Statikk Shiv on Garen, having 100 charges of electricity, and procing his Q auto on any enemy, the lightning will arc to his enemy/enemies during his auto animation (Q) rather than on-hit, and seems to never critically strike unless 100% crit chance is active, and may still fail at that.

well it only provides a 30% crit chance and that dont mean its gonna crit on the passive of it just means you have an increase crit on autos and empowered autos , so if you crit on an auto then get the passive stacked and then Q to use the passive that dont mean the passive will crit. but if the RNG decides to crit when you proc the passive then it will crit at that time
