[CLIENT] Can't record clips while viewing replays

Whenever I try to record a clip during a downloaded replay from my match history, it doesn't work. I press the recording button and it says "Recording Error: Video Initialization Error" above the HUD and then fails to record. It hasn't worked for me for more than a several patches. Please help!!!

Something happened during a game I was playing where my screen came out of full screen mode. Every time I left clicked on the screen, it would ping wherever the cursor was. Somehow I fixed it, but I don't know how to change it back to full screen and whenever I try to record clips it says "System Error," and asks to make a dump file. Every time.
