Basically, your E animation didn't finish before he fired his W, so the game still counted you as having not moved. That's how pretty much everything works. Twitch is super annoying to play as from time to time because his E animation is long and, if enemies walk out of range, they take no damage, but the ability still fires. Same thing if Twitch dies while in animation. And I still main him because most of the time, those aren't problems.
