Severl champions abilities not working / being delayed (Riot please notice this) (up vote pls)

As some of you have noticed Katarina, Taliyah, Quinn, Garen and a couple more are experiencing an issue with their abilities. When you press lets say "R" it won't activate or work at all, you have to press it a couple more times for it to work.

Also delays on abiltiies. When I play kat I do my combo QWER Ignite well I QWE then my R did not activate then I ignited and then after the enemy ran away my R magically activated with no one near me.
