[GAMEPLAY] All charge up abilites (Vi Q, Sion Q, etc) cause ping to spike

On the video, you can see the ping spike in the upper right hand corner of the screen. It doesn't visually lag the game or rubberband anything, but it causes my button inputs (namely, the second cast of vault breaker and anything else i do for the next few seconds) to be delayed the way severe lag would delay it. In particular, it lagged out my E cast on sion , which would have procced the braum stun and most likely gotten us that kill and my leblanc kill at the end was a delayed cast where i tried to hit her with vault breaker as she dashed forward (to cancel her damage on morg) but the second cast didnt register until after her dash completed and morg died(realistically, I probably wouldn't have saved Morgana anyways, but i tried to and couldn't because of the delayed response).

The delay it causes also makes it near-impossible to get off the Vi combo: Vault breaker hit, basic attack, basic attack reset Excessive force; which means i cant do meaningful damage as Vi. It also makes it exceedingly difficult to land Vault breaker in the first place.

I tested out this problem in a custom game filled with bots, and it still occurs there though not quite as harshly. I used this to test (and confirm) that Vi's vault breaker was causing the ping spikes while also confirming that Sion's Q charge up and Xerath's Q charge up cause my ping to spike in a similar fashion. I do not own Varus, but i assume his charge up ability would cause a similar problem.

On the forums I've seen other players with a similar problem as me and it seems that a common factor in at least two cases is that we both have the Cisco Linksys WRT 120N router. If I unplug the router and plug directly into the modem, the problem disappears but that isn't a realistic solution because then my room mates lose our wireless internet.

This problem seems to have started with patch 5.9, as I didn't have this problem before then.
