Morgana Q passing thru enemies with zero effect

It has happened to be twice in 2 days. My ping is 12ms and my FPS is 250 so I doubt it's an optical illusion. Morgana's Q passes directly thru enemies and doesn't root them nor cause damage. My ADC saw the same thing on his screen so I'm pretty sure it's a bug.
