[Gameplay] Tear stacking animation broken

I'm not sure what's up with this.

When I have a item 3070 , it shows the "charge" animation (cooldown refresh) once, then never again. When I upgrade it to item 3004 , it shows the animation every time I fire a spell. Showing the animation every charge is the expected behavior.
