Are yearly refund tokens still a thing?

Season 10 just dropped and I was expecting one. I was going to refund Hextech Malzahar (Which I bought less than a month ago) since it looks so clanky and buy Hextech Swain instead.

cant refund those skins i dont beleive refunds are for the CASH purchases
