Lucian's ult not killing minions faster than intended

Played Lucian, and I noticed that it took almost 50% of my shots to kill a single minion. And the description even says "Deals 400% damage to minions".

Is it either Lucian's ult has a damage bug, or Riot accidentally buffed minion's resistances to ults?

thats might be true, Lucian's ult has very low damage, almost as if it is deniable to tanky champions and damage is not enough enough to kill an inhibitor buffed minion. Dunno know why the damage is so low.

It's a bug when they nerfed it.
