Put into game with a level 24?

First off I would like to say that I'm not sure if this is the proper boards for this, though it at least seems like a bug in the game queue.

Anyways, I just played a game where I queued up with two friends for normal SR, both of which have been level 30 for at least 6 months, if not a year, and we ended up with a lvl 24 person on our team. I've never had this happen before, and since I believe I read before that there is supposed to be a sort of behind the scenes ranking system for normal draft it doesn't seem like this should be possible.

So my question is: Is this supposed to be possible? And if this is supposed to be possible, why? It just felt really bad that game because I was having one of my best games, and we lost because the lvl 24 person didn't understand even the fundamentals of league.
