Why is two minions overlapping and going super fast still a thing

this has been around for a long time. Why isn't it fixed yet? Two minions running into the tower well before the other minions is less than optimal

i like it when they do that it lets me get under the tower faster and by the time htose 2 minions die the rest of the wave is in range so it actually is optimal because it lets the champion get to the tower to deal damage faster than just waiting for 1 big mass to get there all at once
