Random Dodge timers

So i was playing draft pick and choosing my champion and I was fake picking singed bot, then quickly changed to vayne at 1-2 seconds left. The game stopped and I got a timer.

Then I was playing with friends we joined a game and I had to quickly go do something. not to long after I come back and I have a 13 min timer.

They told me it happened in the ban screen.

Whats going on?
