[GAMEPLAY] Kayle's E damage does not trigger Arcane Comet

As Kayle with Arcane Comet, basic attacking with E active does not trigger Arcane Comet, nor does it lower the cooldown of an expended Arcane Comet. The same applies when hitting enemy champions with the splash damage of E. Her E applies any other spell effect just fine, and her Q triggers Arcane Comet normally.

Reproduction Steps:

1. Create a rune page with Arcane Comet. Other runes do not matter.
2. Enter a practice tool game as Kayle. Skin selection and enemy champion do not matter.
3. Put a point in E.
4. Spawn a Target Dummy.
5. Activate E and basic attack the Target Dummy.
6. Observe that Arcane Comet has not triggered and is still off cooldown.

This has a 100% reproduction rate across different skins, items, runes(besides comet obviously), and champion levels.
