win10 rebound-keys not working properly for 6+ months

1. run sharpkeys (or some other registry keybind tool), rebind caps-lock to control.. restart and test that caps-lock is now acting as control button
2. run league practice mode, add levels, try to use "caps lock" + skill to skipup... fails.. (caps lock should be control, so this should work)
3. curiously, go into keybinds, try to keybind skill-up to "caps-lock+button" and witness that it actually interprets it as "control+button"...

what gives? This used to work.. somewhere around 6 months ago, there was some change to keyboard handling that broke this.
