Howling gale is active?!?

Today I was playing Janna and I realized a small bug even though it does not seem like it might be a problem, it sort of is. I started to realize that sometimes when you would use her tornado and it would shoot off or something like that I could not really tell when it would do this. It sometimes displays it as if it was charging on the spell even if it isn't this is quite disorientating because I sometimes will check to see if I put a tornado down in a team fight since usually I can't see them at those times and check the icon but it looks like its charging its just confusing.
