Char Select Chat Block is Back

The chat in normal blind pick has been really laggy since 5.13... and now I am getting chat blocked before even a single message will appear, which prevents me from selecting champs.

Can you just remove the chat block? Spamming is not at all an issue in champ select in blind normals, and the blocking just ruins communication, and has created a worse issue.
