I know Diana is free, she shows up on the ban list with the free "!" icon and leagueoflegends.wikia.com shows her as free. Yet every time i go to choose her, even when she's not banned, she doesnt show up.

U can't pick free champs in ranked you have to own them..
Free champs keep the "!", but you can't pick them in ranked if you don't own them. Ranked only includes champions that you have purchased.
Technically Diana would only show up if someone on the enemy team owned her. The reason you can't ban certain champions sometimes is that the enemy team doesn't have the champion so it would be a useless ban. Also you have to own a champion to play them in ranked.
