Graves loses reload speed after going beyond 150% bonus as

All this means:

1. Graves only gets reload speed until 150% bonus as and gets more as he increases per level. Meaning as at level 1 is worth less as as at lvl 18.
2. The more as he gets on the same level the less speed he receives
3. When he goes beyond 150% as he starts losing reload speed
4. He loses less the more he increases by lvl

At around lvl 15 it seems he no longer loses as, but i think he actually does but a very little amount.
