Relic shield and upgrades to it bugging in ranked

Well, I was using it on thresh and it wasn't executing minions below the value it stated. I actually had to last hit them, for it to take effect. Luckily I knew wtf I was doing and we won. Hopefully this if fixed.

sigh, Thresh is ranged. Ranged attacks do not proc it.

The execute does not proc on ranged champions it will however still work if you last hit it.
