[CLIENT] Freezing computer at startup (again)

I think it was around patch 5.17 this started happening again. After logging in, my whole computer freezes for a minute. Once it finishes, everything works although the tiles are all blank and dont do anything when clicked. It only does this the first startup of a power cycle. Basically, if i close the client and open it back up, everything is normal. Then after a computer shut-down and turn-on, the first login does the bug.
