even when my thresh had stacks and i had the ability to cs them, when he killed them i didnt get the partner gold

Thresh is a ranged character. Meaning you will have to commit the LAST HIT to the minions in order to grant also grant gold to the ally. What probably happened is he barely didn't kill them so you didn't get gold

Passive UNIQUE – SPOILS OF WAR: Melee autoattacks execute minions below 200 - 285 (based on level) health. Killing a minion by any means heals you and the nearest allied champion for 15 health and grants them kill gold. These effects require an allied champion within 1050 units of the user and consume a charge. Recharges every 40 seconds. Max 2 charges.

Thresh is a ranged champion so he doesn't get the Melee execute part of the Spoils of War passive. Using your Flay passive to help get the CS helps a lot.
