[Gameplay] Bots Not Filling Empty Lanes

I recently wanted to try my hand with Voli, so i made a custom game to get a better idea of his kit. So that I could later take it to an Ai game and eventually in some normals. But in the custom games I picked a tank top for the other team, an ap mage and an ad ranged adc, thinking that they will go to their perspective lanes. But as soon as the game started I got my starting items and headed for top lane. But the problem is that one of the bots will follow me, thinking that the ai will fix itself and the bot will recall I went on up anyway. But when the minions spawned the bot stayed, I thought that the bots were suppose to fill the empty lanes. I tried this a few times with the same result. Does anyone else have this problem? Or is this an issue with my game alone.
