Inspiration Mastery not getting %xp rune increase or Zilean passive gains

I normally play with the xp gain display on and I have noticed that when inspiration kicks in I keep getting just 10 xp (I have it maxed) I play Zilean a lot and I do run % xp quins which should all add to 14 % gain (8 % Zil and 6% runes)

Shouldn't it be displaying 11 xp every 10 seconds? it just gives 10.
