Does not grant the full 335 movespeed stated in the tooltip. It only grants about 200. Either fix the tooltip or fix the movespeed granted. I can post pictures if needed.

This isn't a bug. Movement speed has 2 soft caps, one at 415 and another at 490. What this means is, once you reach these soft caps, you actually gain less movement speed than what a particular ability/item would give.
