Bug, oversight, or intentional? 5.1

I posed this in gameplay and balance, but I'm slightly uncertain as to whether this is a bug, an oversight, or intentinoal, so I'm posting this here. I apologize if this is in the wrong place.

This is regarding the Summoner's Insight Mastery, aka the one that reduces the cooldown on summoner spells by 4%/7%/10%. Before the patch it gave the opportunity to theoretically net slightly more summoner spells if you wanted to. Aka, use something when it's up, then cooldown is reduced; repeated use allowed for more use of it over time. It no longer does this to smite since the charge system came in to play. I see this as a possible bug, oversight, or intentional, so some clarification on this might be nice if possible. Considering the rarity of junglers using this utility mastery, as well as the limited uses it provided, I'm mostly assuming it was an oversight, but obviously I can't be sure. This is regarding junglers using the Summoner's Insight mastery. It used to be useful as a jungle invasion tool for the early game (lvl 2-3 ish) with the purpose of having the advantage of a lower smite cooldown to contest camps, force advantageous stalls, as well as allow you to slightly modify the cooldown to match a specific jungle clearing speed, so that you could have smite up at specific points in time to get the buffs buffs you want in early game. The second reason was much more niche than the first.

Yes, it's quite rare that junglers are run with points in the utility tree (though, I tended to do it whenever I saw a specific type of invade opportunity), but the uses were very clear, with the obvious trade-off being that one must invest in the utility tree as a jungler.

With the new patch, the mastery does not reduce Smite's charge ammunition system, but just the 15 second cooldown down to 14 seconds.

Could this niche strategic diversity be restored by allowing Summoners Insight to slightly allow you to outpace the opponent's smite again?
