Bard's Meep procs spell shields

Not sure if this is intended, but bard's meeps (after 5 meeps, when it can slow) proc's spell shields like sivirs and even banshees.

so it seemed like it counts as a spell, but it doesn't proc maokai's passive count.

Didn't try it on Nocturne as I don't have him.

To reproduce bug:

  1. Pick sivir against bard
  2. put 1 level in sivirs spell shield
  3. get bard to farm 5 chimes
  4. bard to AA sivir when spell shield is active

or

  1. buy banshees
  2. bard to farm 5 chimes
  3. bard to AA target with banshees

It's not a bug or at least I don't think so, it should proc it in my opinion, it's from his passive which is technically an ability and its a slow both of which should always proc spell shield because the point of the shield is usually to block massive damage or CC

If it doesn't affect the spellshields before 5 chimes, it definitely seems like it's unintended then. I'd prefer if it wasn't considered a spell like that, but Riot may have other ideas about that.
