[GAMEPLAY] Game is unplayable

Hey, so when I go into League, this weird thing happens where everything lags behind a lot and makes me unable to do anything. I can technically still do actions, my screen just doesn't show me as doing them. If I use flash it will just show me teleport-walk to the area, and I can't see any abilities cast. If I die, I stay at 0 seconds and black and white for my death timer for the entire duration of the game, unless I log out of League and log back in. I don't know what caused this, or what steps it took to replicate it.

Also my ms is hovering around 30-60 while my FPS is locked at 30. Medium-high graphics setting

Any help would be appreciated as I would like not to miss out on ARURF
