[Gameplay] Jhin's 4th basic attack cancels on non-minion & non-champion targets

Jhin's 4th basic attack was supposed to not cancel. It doens't cancel on minions/champions but it does cancel when targetting a monster. It might happen with wards, yorick's wall and other stuff as well

Reproduction:

1. Have Jhin's 4th shot ready
2. Target a monster
3. Before the attack starts, target a different monster
4. Jhin will cancel his basic attack. The SFX will still start tho. He'll also kind of disable himself since the second shot starts pretty late.
