got forced into the 30 minutes because i "dodged" too much twice in a row?

so i was about to start a ranked game, i was in Queue and because of personal problem, i had to quit it so i wouldnt have to dodge. the problem is that as soon as i clicked the X button to leave the Queue, I'm guessing matchmaking found a game so it said something like "you cannot dodge while you are in champion select" although i never got into champ select in the first place. now ive been trying to get back into a game and it told me i dodged too many time and i had 23 seconds remaining because i dodged. after those seconds, i tried to go back in Queue and instead it told me i had to wait 30 minutes because i dodged. I rarely dodge games and i dont know why it gave me this but i would like to know if its a glitch or if its actually because the leavebuster thought i dodged too much :/
