Soul Anchor?

What the heck is a Soul Anchor? would this be a Bug in the item sets? because I have never seen anything like it in-game, and it says it is not available for Twisted Treeline and Howling abyss. Does this mean it is supposed to be for Summoner's rift and Dominion? but when you look it up in the store, there is no such thing as a Soul Anchor. can a rioter explain it to me?
